ISS Seminar: Analysis of the 12th Ordinary Summit of The African Union (AU) Heads of State and Government

ISS Seminar: Analysis of the 12th Ordinary Summit of The African Union (AU) Heads of State and Government
Addis Ababa, 12 February 2009

Hosted by the Conflict Prevention Programme, ISS Addis Ababa

Cognizant of the symbiotic relationship between conflict and integration and the perennial problem of non-implementation of the AU decisions, this seminar seeks to explore the probable impact on Africa’s political advancement beyond symbolism and diplomacy of the 12th Ordinary Summit.

Within the context of the Decisions on Union Government, abuse of the principle of Universal Jurisdiction and application by the International Criminal Court (ICC), the seminar will interrogate the following questions: What next for the Union Government debate and the future of the AU Commission? What forms should the AU Authority take to deliver? Is there a need for a new AU approach towards the ICC or the Principles of Universal Jurisdictions? What needs to be done to promote effective involvement of the RECs to enhance the AU-EU dialogue and partnerships? In engaging these questions, the seminar hopes to input into the Extra-Ordinary Session of the AU to be convened within the next three (3) months to consider proposals by the Commission on the implementation of the Assembly’s Decision with particular regard to the following: The functions and the size of the AU Authority, the functions of the Secretaries and the financial implications for establishing the AU Authority.

The Conflict Prevention Programme strives to complement and support the work of the AU with a view to promote human security in Africa. The ISS Public Seminar Series is part of the CPP’s effort at consensus building by providing a platform for sharing information, encouraging policy analysis, debates and dialogues on the continent’s agenda. The aim is to stimulate quality discussion, in-depth and constructive interaction between participants.

The panelists will be drawn from the AU and civil aociety organisations.
