The Mifugo programme is a partnership between the Eastern African Police Chiefs Cooperation Organisation (EAPCCO), Nairobi, and ISS, Nairobi. The aim of the programme is to develop appropriate mechanisms to prevent and eventually eradicate cross-border illicit activities in general and cattle rustling and arms trafficking in particular in Eastern Africa. It will do so through practical steps, working with the relevant national, provincial and local authorities and with the involvement of community-based organizations within affected communities.ÂÂ
