ICGLR/CBR/ISS Collaboration on Project 1.1.2
The International Conference on the Great Lakes Region (IC/GLR) process is a response to the debilitating impacts of instability, conflict, insecurity and other regional problems characterizing the Great Lakes region.
One of the projects envisaged under the Protocol on Non-Aggression and Mutual Defense in the Great Lakes Region is the IC/GLR) Project 1.1.2 Disarmament of Armed Nomadic Pastoralists and Promotion of Sustainable Development in Zone 3.
Zone 3 refers to the pastoralist communities grouped under the Karamoja Cluster and found in areas extending and including southwestern-Ethiopia, northwestern-Kenya, Southeastern-Sudan and northeastern-Uganda.
The overall objective of project 1.1.2 is three fold: (a) ensuring regional stability and human security through the disarmament of the pastoralist groups; (b) strengthening state and community capacities and securities; and, (c) enhancing economic development in the region.
A wide cross-section of interventions meant to complement disarmament measures are envisaged including: efforts to secure and improve availability and access to water and pasture, support to education schemes, provision of veterinary services, introduction and promotion of alternative means of livelihoods, improvement of infrastructure etc.
The ICGLR Secretariat, the IC/GLR National Coordinating Mechanism in the Ministry of Foreign Affairs-Uganda, the Centre for Basic Research (CBR)-Uganda and the ISS together with other collaborating Partners have been conducting research and documentation on three key aspects in the Karamoja Cluster part of Uganda and Kenya. In Uganda the aspects are:
- Mapping of Disarmament Initiatives in Zone 3 (Karamoja)
- Diversification of Pastoralist Livelihoods in Zone 3 (Karamoja); and,
- Documentation of Integrated Disarmament and Development Initiatives – The Karamoja Integrated Disarmament and Development Programme (KIDDP) Model.
The ICGLR National Coordinating Mechanism-Uganda is facilitating a dissemination (Validation/Feedback) workshop on the preliminary results in order to facilitate the finalization and publication of the reports.
Participants to the feedback/validation workshop constitute; senior government officers (decision makers) from various relevant Line-Ministries, the office of the Prime Minister, the Military (UPDF), Security Agencies (Police and Interpol), Development Partners, Research Institutions, Civil Society and selected key informants/decision makers drawn from selected districts in the Karamoja region.
It is anticipated that the workshop will elaborate proposals on a Road Map for actualizing recommendations emanating from the various deliberations and which could be mainstreamed into the work of the Ministry of State for Karamoja Affairs, Karamoja Integrated Disarmament and Development Project (KIDDP), development agencies and other local initiatives.
Participation in the workshop is strictly by invitation only but the reports will be widely available.
