A Preliminary Look at the United Nations Mission in Liberia

Presented by the

TRAINING FOR PEACE PROGRAMME

Civilians have been the major victims of the brutal civil war that gripped Liberia in the post-Cold War era. Following the signing of the Accra Peace Agreement (18th August 2003), the UN Security Council authorized the deployment of a peacekeeping force: the UNMIL. UNMIL relieved the ECOWAS Mission in Liberia (ECOMIL), which was mandated to secure the Ceasefire Agreement of 17 June 2003, among others, to protect civilians who have been at the receiving end of the 14 year civil war.

This seminar by the Peace Missions Programme (PMP) follows a field research trip to Liberia (17-31 July 2004). It aims to share preliminary perspectives on the Liberian Peace Process, with a special focus on UNMIL and its role in the protection of civilians. The speakers will explore the challenges and overall prospect for sustainable peace and security in Liberia, particularly during the period leading up to the elections in October 2005, and the conflicts dynamics in the Mano River Basin.

Speakers:

  • Festus Aboagye: Program Head, Peace Missions Program, will speak on the military/security dynamics of the peace process and its impact on civilians.
  • Alhaji M. S. Bah: Senior Researcher, will speak on the challenges and prospects for the restoration of civil authority and its impact on human security.
