Vous remarquerez que notre rapport sur le Conseil de paix et de sécurité a une nouvelle apparence. In this issue:

The analysis of Mali examines the ongoing crisis in the light of regional and international intervention aimed at trying to put an end to the conflict in that country.

The tensions that have escalated between South Sudan and Sudan during the months since South Sudan’s independence have unfortunately engaged in armed clashes. The analysis of the region and the deteriorating relations between the governments in Juba and Khartoum looks at the recent clashes and their implications for the internal political and economic landscape of the two nations.

Efforts by non governmental actors to internationally publicize atrocities committed by the Lord’s Resistance Army (LRA) have increased the profile of the group and its leader Joseph Kony. The LRA continues to present a grave threat to the security of civilians in the Democratic Republic of Congo (DRC), the Republic of South Sudan and the Central African Republic (CAR) as well as the ongoing peace and political processes in these countries.

Expert Workshop report 18 and 19 April, held in Cape Town

The workshop provided an opportunity to showcase the project framework and adopted research methodology to peers and experts in the field of criminal governance. The Institute for Security Studies (ISS) began work on the project in the second half of 2011 with funding and logistical support from the International Development Research Centre (IDRC). The research focuses on the relationship between organised crime and governance within large African urban centres. The purpose of the project is to explore how criminal governance structures embody distinct forms of authority that, on the one hand, flourish in spaces of weak or ineffective governance, but on the other hand, are still connected to and dependent upon the legitimacy of the state. Participants were asked to offer their expert advice on the project, to review its methodological shortcomings, raise issues for exploration, and present their comparative research.

The ACPP Daily Briefings

The briefings are held weekday mornings in the ACPP Pretoria`s Situation Room and the Briefing Notes are the minutes of this meeting. During these meetings each regional expert of the Programme reports on the latest human security developments in his/her region, followed by general discussions. An intern then compiles a summary of the meeting, which is reviewed by the respective researchers, and a senior researcher edits the report and provides quality control before returning it to the intern to prepare it for dispatch to the mailing list.
