The PSC's provisional agenda for September 2018

In September 2018 the Peace and Security Council (PSC) will look into the situations in Burundi and the Central African Republic (CAR). In addition, there will be an open session on Amnesty Month, observed every September. The council will also examine regional cooperation against the Lord’s Resistance Army (LRA), as well as the ongoing effort to harmonise the African Standby Force (ASF) and the African Capacity for Immediate Response to Crises (ACIRC). This month the PSC is chaired by His Excellency Arcanjo Maria do Nascimento, the Angolan ambassador to Ethiopia and permanent representative to the African Union (AU).

Open session on Africa Amnesty Month in September

On 4 September 2018 the PSC will hold an open session on Africa’s Amnesty Month for the surrender of illegal weapons. The amnesty will be observed every September until 2020, in line with the AU Assembly decision of July 2017. The Amnesty Month is an integral part of the AU plan to silence the guns in Africa by 2020. The open session will enable speakers to encourage member states to provide platforms that allow the voluntary surrender of weapons without intimidation or prosecution.

On 6 September the PSC will hold a meeting on the situation in Burundi. It will be the first meeting on Burundi since 27 October 2017. The meeting follows the country’s constitutional amendments and ongoing efforts to convene inter-Burundian peace talks in September. Burundi’s tenure in the PSC ended in March this year, thereby providing an opportunity for frank debate on a solution to the Burundian crisis.

Briefing on the situation in the CAR

On 19 September the PSC will consider the progress of its peace initiative in the CAR. Angola, this month’s chair, is deeply involved in the AU-led peace effort. The meeting comes as armed groups in the CAR recently signed a framework for dialogue as part of a new peace process led by Russia and Sudan. The meeting will provide an opportunity to expedite and harmonise peace initiatives in the country.
